INDICATOR 3: Proportion of the population living in households with access to basic services
Why this indicator? What will it measure and provide information for?
This indicator measures access to basic services – it is a proposed SDG indicator 1.4.1. The indicator has been agreed by the Inter-agency Expert Group on SDG Indicators but no internationally established methodology or standards are yet available. Methodology/standards are being (or will be) developed or tested.
The basic services within the definition of this indicator include any of the following categories:
1. Basic infrastructure services: Water and Sanitation, Solid Waste Collection and Management, Mobility and Transportation and Energy.
2. Social services: Education, Healthcare, and Services for the elderly or other groups with special needs.
3. Quality live services: Public Safety, Urban Planning, Culture & Entertainment, Sport and Public Spaces
4. Other services: Agricultural extension services, etc.
What Sustainable Development Goal is the indicator connected to?
SDG Target 1.4: By 2030, ensure that all men and women, in particular the poor and the vulnerable, have equal rights to economic resources, as well as access to basic services, ownership and control over land and other forms of property, inheritance, natural resources, appropriate new technology and financial services, including microfinance.
Additional information for this indicator to be added when available. In the meantime, projects can use this indicator as defined in the country/context in which they implement activities. Administrative and national surveys would normally be the initial source of this data.
